Senior additions bring deep energy, petrochemical, and E&P expertise—expanding the firm’s credentials and capabilities to serve clients across all segments of the Oil & Gas industry.

GlassRatner’s Engineering & Construction Consulting practice is pleased to announce the addition of J.Mark Landrum, PE, and Jeremy Waters to its Houston team. The hires deepen the firm’s bench of technical experts serving independent E&P companies, operators and non-operating interest holders, family offices, private equity investors, oilfield service companies, pipeline owners or customers, equipment suppliers, insurers, lenders, and their legal counsel across the energy spectrum.

“Houston is one of the most important markets for our Engineering & Construction Consulting practice, and Mark and Jeremy meaningfully expand our capabilities there,” said Chris Sullivan, Senior Managing Director at GlassRatner. “Between them, they bring decades of hands-on design engineering, project management, and forensic engineering experience across nearly every segment of the energy value chain— from upstream drilling and production to midstream pipeline and processing to LNG exports, chemical complexes, renewable fuels, and power facilities.

That range lets us support clients through technical challenges and disputes that other firms simply can’t match with the same strength and depth,” added Sullivan.

Mark Landrum Joins as Senior Managing Director

Mark Landrum, PE, joins GlassRatner as a Senior Managing Director. Mr. Landrum brings a wealth of operations optimization, project advisory, and lender’s engineering experience across the energy and petrochemical sectors, spanning process engineering, project management, and construction management. He has served as lead technical expert in litigation and arbitration with claims valued at $20 million to more than $2 billion.

Mr. Landrum’s expert consulting work spans intellectual property disputes, incident investigations and root cause analyses, personal injury matters, building risk assessments, feasibility studies, technology assessments, pipeline contract disputes, technical and revenue reviews of Oil & Gas producer contracts with gas purchasers/processors, due diligence for oil & gas asset acquisitions, and construction disputes. He is a Registered Professional Engineer in Texas and holds an MBA in Finance from the University of Texas at Dallas and a B.S. in Chemical Engineering, summa cum laude, from Texas A&M University.

“Mark is one of the most credentialed technical experts in the energy and construction space,” said Sullivan. “His testifying experience alone—from patent infringement cases to LNG export facilities, power generation facilities, renewable fuels plants, and chemical company contract arbitration to mining/ore processing plants—makes him an extraordinary resource for our clients facing high-stakes disputes.”

Jeremy Waters Joins as Director

Jeremy Waters joins GlassRatner as a Director, bringing more than 20 years of diversified upstream and midstream E&P experience with service companies, consulting firms, and leading independent producers. Mr. Waters serves as both an advisor and expert for the firm and has hands-on experience across the full field development lifecycle—reservoir quality prediction, economic evaluations, well planning and design, well completions, surface facility design and operations, and regulatory compliance—along with expertise in construction claims and disputes, forensic engineering, injury and incident failure analyses, and contract negotiations.

Mr. Waters holds a B.S. in Chemical Engineering from Texas A&M University and is a member of the American Institute of Chemical Engineers (AICHE), the Society of Petroleum Engineers (SPE), the Houston GPA Midstream Association, and the Independent Petroleum Association of America.

“Jeremy’s recent field operations background gives him a practical, ground-level perspective that pairs perfectly with Mark’s safety, design, and project expertise,” said Sullivan. “Together, they give our clients a broader array of technical and safety skills for complex E&P and construction matters.”
